PLATTSBURGH — Only one school budget in Clinton, Essex and Franklin counties includes a tax-levy increase that exceeds the state cap.

Keene Central's cap is set at almost negative-5 percent, so school leaders felt forced to exceed it.

Today, voters will weigh in on those proposed spending plans, various other propositions and school board candidates.

Here is a breakdown of key facts and voting times and sites from each district:

CLINTON COUNTY SCHOOLS

AuSABLE VALLEY

Overall budget: $33,860,944.

Tax-levy increase: 2.62 percent.

School Board candidates (three seats, three-year terms): Scott R. Bombard, Susan J. Richards, David B. Whitford.

Vote: Noon to 9 p.m., Middle/ High School cafeteria.

BEEKMANTOWN CENTRAL

Overall budget: $46,024,284

Tax-levy increase: 2.56 percent.

School Board candidates (top three votes win three-year terms; next highest gets one unexpired term from May 21, 2019, to June 30, 2021; and fifth-highest wins one unexpired term from May 21, 2019, to June 30, 2020): Nicole Poupore, Jaramy Conners, Cathy Buckley, Michael Hagadorn, Robert Burnham, Kristofer Michaud, Jessica Basto, Crystal Palmer.

Propositions: To purchase four buses at no more than $453,210; to convey by quit claim deed to Dodge Library the land on which it sits.  

Vote: 11 a.m. to 8 p.m., Middle School Gymnasium.

CHAZY CENTRAL RURAL

Overall budget: $11,420,194.

Tax-levy increase: 7.84 percent.

School Board candidates (two seats): Mary LaPierre, Kelly Andrew.

Proposition: To raise by tax levy a sum not to exceed $37,500 to support Chazy Public Library.

Vote: 7 a.m. to 9 p.m., room 109 (music room).

NORTHEASTERN CLINTON

Overall budget: $33,578,800.

Tax-levy increase: 2.49 percent.

School Board candidate (one seat): Arsene Letourneau.

Propositions: To purchase four buses at a cost not to exceed $475,000; to levy $10,000 each in taxes for the public libraries in Mooers, Champlain and Rouses Point.

Vote: 11 a.m. to 8 p.m., Middle School small cafeteria in Champlain and Mooers Elementary School gymnasium.

NORTHERN ADIRONDACK

Overall budget: $22,572,125.

Tax-levy increase: 2.47 percent.

School Board candidates (two seats): Trevor Finley, Bryan Trombley, Walter Trombley.

Proposition: To buy three school buses for no more than $350,000.

Vote: Noon to 8 p.m., Middle/ High School Lobby, Altona Town Hall, Lyon Mountain Fire Station, Churubusco Town Hall.

PERU CENTRAL

Overall budget: $48,539,782.

Tax-levy increase: 2.47 percent.

School Board candidates (three seats): Bonnie Berry, Steven Peters and Robert LaFountain.

Propositions: To buy two school buses for no more than $385,000.

Vote: Noon to 9 p.m., Junior/Senior High School gymnasium.

PLATTSBURGH CITY SCHOOL

Overall budget: $45,275,270.

Tax-levy increase: 2.35.

School Board candidates (three seats): Clayton Morris, Tracy Rotz, Fred Wachtmeister.

Proposition: Capital project costing $9,176,583 including building upgrades, security improvements, work on outdoor athletic facilities and more.

Vote: 7 a.m. to 8 p.m., Bailey Avenue Elementary, Duken Building, Momot Elementary.

SARANAC CENTRAL

Overall budget: $36,466,476.

Tax-levy increase: 2.9 percent.

School Board candidates: None on ballot; voters invited to write in names.

Proposition: Bus purchase at no more than $127,530. 

Vote: Noon to 8 p.m., Morrisonville Elementary School.

ESSEX COUNTY SCHOOLS

CROWN POINT CENTRAL

Overall budget: $7,504,092.

Tax-levy increase: 1.99 percent. 

School Board candidates (two seats): Julianne Budwick, June Glebus.

Vote: Noon to 1:30 p.m. in the main foyer and 1:30 to 8 p.m. in the school cafeteria.

KEENE CENTRAL

Overall budget: $6,381,471.

Tax-levy increase: 1.62 percent (exceeds state-calculated cap of minus 4.28 percent). Budget passage requires supermajority of 60 percent.

School Board candidates (two seats): Molly Jacobson, Jen Kazmierczak.

Vote: Noon to 8 p.m., school commons.

LAKE PLACID CENTRAL

Overall budget: $19.2 million.

Tax-levy increase: 2.1 percent. 

School Board candidates (two seats): Bryan Liam Kennelly, Rick Preston.

Proposition: To lease three school buses at a cost of $58,500 per year for five years.

Vote: 2 to 9 p.m., Wilmington Community Center, Lake Placid Elementary School.

MINERVA CENTRAL

Overall budget: $5,571,973.

Tax-levy increase: .02 percent

School Board candidate (one seat): Joshua Scott 

Vote: 1 to 8 p.m., school lobby.

MORIAH CENTRAL

Overall budget: $17,384,331.

Tax-levy increase: .58 percent.

School Board candidates (three seats): Benjamin Winters, Dr. Michael Celotti. 

Proposition: To buy three buses at no more than $254,000.

Vote: 1 to 8 p.m., school lobby.

NEWCOMB CENTRAL

Overall budget: $6,431,016.

Vote: 1 to 8 p.m., cafeteria. 

SCHROON CENTRAL

Overall budget: $8,326,059.

Tax-levy increase: 2.13 percent. 

Proposition: To buy one bus at no more than $115,000.

School Board candidates (two seats): Carissa Mangun, Kevin Kelly Sr., Susan Repko.

Vote: Noon to 8 p.m., auditorium entrance.

TICONDEROGA CENTRAL

Overall budget: $22,905,742.

Tax-levy increase: 9.57 percent.

School Board candidates (three seats): Mark Russell, Tracey Cross-Baker, Eric Rich, Maria Tedford.

Vote: Noon to 8 p.m., High School and Hague Community Center.

WILLSBORO CENTRAL

Overall budget: $9,697,420.

Tax-levy increase: 4.03 percent. 

School Board candidates (one seat): Edwin Collazo, Kasey Young.

Vote: Noon to 8 p.m., gymnasium.

FRANKLIN COUNTY SCHOOLS

BRUSHTON CENTRAL

Overall budget: $18,792,743. 

Tax-levy increase: 2.99 percent. 

School Board candidates (two seats): George Martin. 

Propositions: To buy three buses at an estimated $250,234; added capital project funds costing $5,250,000 for upped construction costs of the seven classroom addition, auditorium, expanded parking and more.

Vote: 1 to 8 p.m., school auditorium.

CHATEAUGAY CENTRAL

Overall budget: $14,107,518.

Tax-levy decrease: 2.46 percent. 

School Board candidates (three seats): Tony Martin, Kristen Green, Courtney Leonard.

Proposition: To lease two buses at a totaled $202,095.11.

Vote: 1 to 8 p.m., High School gymnasium.

MALONE CENTRAL

Overall budget: $54,850,676. 

Tax-levy increase: 2 percent. 

School Board candidates (two seats): Terrence Maguire, Phillip Hans, David LaPlant.

Proposition: To buy five buses at an estimated $640,000; to establish a five-year capital reserve fund with funds obtained via end of year budget surplus and fund interests.

Vote: Noon to 8 p.m., Franklin Academy gymnasium lobby.

ST. REGIS FALLS

Overall budget: $8,976,936.

Tax-levy increase: 1.87 percent. 

School Board candidates (one seat): Thomas O'Brien. 

Proposition: To buy one bus at an estimated $97,391. 

Vote: 11 a.m. to 7 p.m., High School library.

SALMON RIVER

Overall budget: $34,061,334.

Tax-levy increase: zero percent. 

School Board candidates (two seats): Sheila Marshall, Michael Conners Jr. 

Propositions: To buy four buses and one van not to exceed $500,000; capital project costing $26,500,000 for various campus renovations and demolition/construction of the district salt storage building.

Vote: Noon to 8 p.m., Salmon River board room.

SARANAC LAKE

Budget: $33,500,000.

Tax-levy increase: 5.99 percent. 

School Board candidates (two seats): Jeremy Evans

Proposition: To buy three buses not to exceed $285,000; to raise tax levy annually by $262,847 to support Saranac Lake Free Library. 

Vote: 7 a.m. to 8 p.m., High School District Office.

TUPPER LAKE CENTRAL

Overall budget: $19,432,445.

Tax-levy increase: 2.1 percent.

School Board candidates: Dave Dewyea.

Proposition: To purchase buses at a cost of no more than $350,000.

Vote: Noon to 8 p.m., Middle/ High School library.
