FELONY ARRESTS 

PLATTSBURGH — A Plattsburgh woman was charged with four felony drug counts here Sept. 3, City Police say.

Dorothy E. Kilburn, 37, was arrested following two separate undercover drug purchases from her performed by officers, City Police Chief Levi Ritter said.

The alleged methamphetamine purchases from Kilburn were made on July 23 and Aug. 5, Ritter added.

She was charged with counts of third-degree criminal possession of a controlled substance and third-degree criminal sale of a controlled substance for each sale.

She was arraigned that day in Plattsburgh City court before being released into pre-trial release, according to the court.

She is due to reappear there Sept. 19.

PLATTSBURGH — A Plattsburgh man was charged with a felony following a domestic incident here Sept. 5, City Police say.

Officers responded to a Court Street residence that morning, Ritter said, to investigate after an alleged victim came to the department to report the incident.

The female victim reported that a Shehroz Shafqat, 23, had woken her up just before 5 a.m. that morning, yelling at her about cheating on him.

Shafqat then allegedly began throwing her property out of the apartment, Ritter said, and continued outside before allegedly vandalizing the victim’s car.

Shafqat broke off the car’s two side mirrors, began throwing the victim’s property out of the car and broke off the driver’s side windshield wiper before using it to break the car’s tail lights, Ritter said.

The alleged victim then began taking pictures of the damage with her phone, according to Ritter, at which point Shafqat allegedly pushed her into a bush and attempted to take the phone.

Shafqat then pinned his arm on her neck, Ritter said, to the point where the alleged victim had a hard time breathing.

He left when he heard the victim’s car alarm go off.

The victim told police that Shafqat worked at a Sunoco on Route 3, Ritter said, and officers arrested him there at 9:45 a.m.

He was arraigned in Plattsburgh City Court on Sept. 6 and was released on his own recognizance.

He’s due to reappear there Sept. 16.

 

PERSONAL INJURY ACCIDENTS 

WESTPORT — A two-car crash here Aug. 28 injured one driver, State Police say.

Port Henry man Keith Bordeau, 25, was allegedly using his cellphone while driving a 2010 Honda Civic south on State Route 9N when he allegedly failed to notice stopped traffic, Fleishman said.

Bordeau then allegedly slammed on the brakes, but was unable to avoid rear-ending a 2014 Ford F150 being driven by John P. Reale, 52, of Ticonderoga.

Bordeau was brought to Elizabethtown Community Hospital to be treated for a contusion on his chest and chest pain, Fleishman said. Reale was uninjured.

Bordeau was ticketed for following too closely and using a cellphone while operating a motor vehicle.

PLATTSBURGH — A bicyclist was injured when a car hit him here Aug. 29, State Police say.

Plattsburgh woman Beth N. Barnes, 37, was driving a 2018 Nissan pickup truck southbound in the Hulbert Supply parking lot when she allegedly failed to notice David L. O’Connell, 27, on a bicycle.

O’Connell, of Plattsburgh, was travelling eastbound on the sidewalk of Route 3 when Barnes allegedly struck him with the truck while attempting to turn onto the road, Fleishman said.

He was transported to the University of Vermont Health Network, Champlain Valley Physician’s Hospital to be treated for a head contusion.

No tickets were issued.

FRANKLIN — A Saranac Lake woman was injured in a one-car crash here Aug. 30, State Police say.

Eve M. Seals, 20, was driving a 2011 Kia westbound on State Route 3 when she allegedly fell asleep at the wheel, Fleishman said.

The vehicle veered off the northern shoulder before Seals woke and over-corrected to the south with the vehicle exiting the roadway and striking a tree, police said.

Seals was uninjured, Fleishman said, but her passenger, Margaret D. Chanowsky, 27, of Saranac Lake, was brought to the Adirondack Medical Center in Saranac Lake to be treated for back pain.

Seals was ticketed for unsafe speed.

WESTPORT — A Moriah man and his passenger were injured in a one-car accident here Aug. 30, State Police say.

Joseph M. Melendez, 22, was driving a 1997 Honda Civic west on County Route 8 when he allegedly lost control on a curve, Fleishman said, before exiting the roadway and striking an earth embankment.

Melendez then managed to get the car back onto the road, according to Fleishman, before it came to an uncontrolled stop in the eastbound lane.

Both the driver and passenger were brought to Elizabethtown Medical Center for minor injuries.

Melendez was ticketed for unsafe speed, unsafe tire and failure to maintain lane.

MORIAH — A New Hampshire man was injured when he was struck by a car here Sept. 1 while riding a motorcycle, State Police say.

Calvin D. Nguyen, 36, was travelling north on State Route 9N on a 2012 Kawasaki motorcycle when he was struck from behind by a 2015 Kia, Fleishman said.

Shawna A. Baker, 20, of Granville, had allegedly been following too closely behind Nguyen in the Kia and failed to notice him slowing down, police said.

Nguyen was treated by EMS personnel at the scene but refused further treatment.
