The City of Plattsburgh plans to remove the temporary pipeline on Margaret Street this morning.
It will reopen the road to four lanes of traffic once that is completed.
The water level has dropped enough to make the pipeline no longer necessary and return traffic flow to normal, Mayor Donald Kasprzak said.
He said he appreciates the patience of the public, residents and local businesses "during this challenging and unprecedented event."
