PLATTSBURGH — City Police arrested three people on drug charges this week.

James I. Ridgway, 41, of Plattsburgh, was charged with third-degree criminal possession of a controlled substance, a Class B felony, for allegedly possessing heroin, according to a news release from City Police.

He was arraigned in City Court and remanded to Clinton County Jail.

Suzzana M. Ward, 31, of Plattsburgh, was charged with two counts of third-degree criminal sale of a controlled substance, a Class B felony, and three counts of third-degree criminal possession of a controlled substance, a Class B felony.

The charges against Ward involved heroin and crack cocaine, police said.

She was arraigned in City Court and committed to jail in lieu of $40,000 bail and $80,000 bond.

Joseph V. Barotti, 28, of Plattsburgh, was charged with first-degree criminal nuisance, a Class E felony, two counts of third-degree criminal sale of a controlled substance, a Class B felony and two counts of third-degree criminal possession of a controlled substance, a Class B felony.

Barotti’s charges involved crack cocaine, police said.

He was arraigned in City Court and committed to the County Jail in lieu of $20,000 bail or $40,000 bond.

Jennifer M. Powell, 27, of Plattsburgh was also charged with first-degree criminal nuisance, a Class E felony.

The arrests were the result of an ongoing investigation into the transportation and sale of narcotics in the City of Plattsburgh.

The investigation was ongoing and additional arrests were expected, police said.
