NY budget snag includes power fight over job money

ALBANY — Assembly Speaker Sheldon Silver says one of the issues in protracted New York state budget talks is a concern that Gov. Andrew Cuomo is controlling billions of dollars of economic development without enough input from legislators.

Silver says Cuomo's new system of nearly a dozen economic development "zones" statewide lacks enough input by state legislators who know their districts' needs.

Silver says too little information was released by the Cuomo administration before projects were picked and funded.

Cuomo has sought to revamp the economic development program by assembling local business and higher education officials to present the best plans. Previous economic development programs were at times marked by political scandals.

Legislative leaders still say they expect a budget agreement Wednesday. Voting could be done this weekend or early next week.
