Good-government group critical of budget process

ALBANY — A good-government group sees some flaws in last month's approval of New York's $132 billion budget and is calling for measures to make the process more accountable to the taxpayers who pay the bills.

Citizens Union's recent analysis of the budget praised the rare lack of so-called "messages of necessity" that suspend a three-day review period for legislation. But the group says Gov. Andrew Cuomo still ignored several elements of the 2007 budget reform law intended to enact a timely budget with greater transparency.

The group says Wednesday the governor and Legislature should act to make the process more open to the public and more easily understood by New Yorkers.
