Willsboro School budget at 'status quo'

---- — WILLSBORO — Voters will weigh in on a 2013-14 Willsboro Central School budget that carries a 3.3 percent tax-levy increase.

Superintendent Stephen Broadwell calls the proposed spending plan “basically a status-quo budget.”

The total amount is $7,972,767, a .09 percent increase. The tax-levy totals $4,920,645, up $158,457 from the present budget. 

The tax rate per $1,000 assessed value would be $10.98, which computes to about $1,648 for a property assessed at $150,000. 

The total assessed value for the district is $447,835,497.

NO MAJOR PROJECTS

Areas of major increase include costs for special education and employee retirement benefits.

One teaching-assistant position will be cut through attrition. 

There are no new major projects or programs being funded, Broadwell said. 

“The 2013-2014 budget is at the state levy-threshold limit of a 3.3 percent increase from the previous year’s budget,” he said in a statement.

“The district continues to look at all aspects of the budget and make reductions each year, as appropriate, within each line item.”

Reductions in many areas in the proposed budget include overall costs in administration and personnel, he said. 

“The district continues to face escalating costs in special-education services and employee benefits, although it has been proactive in the long-range planning for legacy costs.”

PUBLIC HEARING

“This year’s budget maintains the continuation of our quality programs as we face increased standards and accountability for our students via the Common Core curriculum,” the superintendent said. 

“The budget continues to be a process, which includes school personnel, community members and, ultimately, approval from the Board of Education.”

Incumbent Bruce Hale is running unopposed for a three-year School Board position.  

A public hearing on the budget will be held at 6 p.m. Tuesday, May 14, in the school auditorium.

The vote is set for noon to 8 p.m. Tuesday, May 21, in the gymnasium.
