DOROTHY M. DEVAN, 89, of Beekman St. in Plattsburgh and formerly of Cadyville, died Monday, Nov. 19, 2012, at the CVPH Medical Center in Plattsburgh, with family by her side. She was born in Orange, Va. on May 3, 1923, the daughter of the late Clarence and Gertrude (Rippeto) Ramsey. Arrangements are incomplete and are entrusted to Brown Funeral Home, 3 Park Row, Cadyville, N.Y.
