Essex County tells departments to cut

ELIZABETHTOWN -- Essex County leaders say county departments that have used only a fraction of their appropriations aren't likely to get increased funding for next year.

As the county begins the budget process for 2009, Interim County Manager Daniel Palmer said he's taking a hard look at any departments that say they need more money.

A budget memo went to all departments to submit any changes they're asking for from their current budgets.

"I'm looking at a budget neutral," Palmer said. "If there are any changes I need to see that. I need to see the justification."

The current budget totals $94.3 million, with the portion to be raised by property taxes at $13.24 million. The tax rate is $2.21 per $1,000 of assessment in most towns.

Supervisor Thomas Scozzafava (R-Moriah), who chairs the County Finance Committee, said he wants a zero tax-increase budget for 2009.

Palmer said that's what he's striving for, with the heads of major departments coming in for budget workshops.

"We're going to sit down and get a tentative budget done. For the more complicated departments, Social Services and Public Health, we'll hold a full review like we did in previous years. It's not necessary to run a small department in here for a budget you can literally see in one or two pages."

Supervisor Ronald Jackson (R-Essex) said that should provide the County Board of Supervisors with the information it needs.

"That gives a more balanced perspective. We're better able to make the assessment."

Jackson said they've been freezing some department budgets for years, but it's had little effect.

"Across the board freezes don't make sense," Palmer said. "You have to look at them (individually)."

He said when departments are forced to cut by 10 percent one year, they just build it back in their budgets the next year.

And, Scozzafava said, he believes some county agencies already have bloated budgets that could be pared.

He said some departments are eight months into the year and have used only 30 percent of their appropriations.
