34 arrested in drug sweep; one of biggest in years

Medication, heroin, cocaine allegedly sold

---- — MALONE — Authorities arrested 34 Franklin County residents accused of drug sale or possession in one of the area’s biggest busts in years.

Another six suspects were still at large, Franklin County District Attorney Derek Champagne said.

The ongoing drug investigation led to the apprehension of 17 suspects in early morning raids. Additional arrests were made later in the day.

“(This is) probably the single largest roundup in the North Country for as long as I can remember,” Champagne said.

“We have this perfect storm going on,” he said of drug trafficking in the North Country, with dealers constantly trying to set up supply lines to the area.

“They’re not just groups, they’re actually gangs; they’re gang affiliations.”

Champagne urged citizens who are aware of possible drug activity to go to police.

“This is our community. We don’t want these people setting up shop on our street. ... Our counties aren’t so big and so urban that we can’t be invested in our local community.”

Purchase of Sudafed, batteries, Coleman fuel and other meth precursors can be a dead giveaway to drug dealing, he said, as can constant foot traffic in and out of a residence, especially one whose occupant has recently returned from a trip to New York City or another urban area.

WELFARE FRAUD PROBE

Champagne said authorities believe that 13 of those arrested in Saranac Lake on drug charges were illegally receiving federal or state assistance while selling drugs that were legally prescribed to them.

“That’s even more outrageous” than being charged with drug sale alone, Champagne said.

After a preliminary review with the Franklin County Department of Social Services, numerous instances of abuse have been identified and will be investigated further by Social Services and law-enforcement agencies, police said.

Agencies involved in the busts and investigation are the Franklin County District Attorney’s Office, Franklin County Sheriff’s Office, New York State Police, Malone Police Department, Saranac Lake Police Department, Tupper Lake Police Department, St. Regis Mohawk Tribal Police Department, U.S. Border Patrol, U.S. Drug Enforcement Administration, Massena Border Enforcement Security Team and the U.S. Department of Homeland Security.

THE SUSPECTS

Here is a list of those arrested, their charges and arraignment information:

Scott D. Baker, 28, of Tupper Lake: Two counts of third-degree criminal sale of a controlled substance (heroin); third-degree criminal sale of a controlled substance (fentanyl) and three counts of third-degree criminal possession of a controlled substance (heroin and fentanyl). Indicted and sent to Franklin County Jail without bail, pending a future arraignment.

Ann M. Cook, 49, of Malone: Third-degree criminal sale of a controlled substance (hydrocodone) and fifth-degree criminal sale of a controlled substance (diazepam). Arraigned at Malone Town Court and sent to Franklin County Jail in lieu of $1,000 cash bail or $2,000 bond.

Marcel O. Cox II, 28, of Brushton, who was already incarcerated in the Franklin County Jail: Two counts of third-degree criminal sale of a controlled substance (heroin) and two counts of criminal possession of a controlled substance (heroin). Cox is still being held in the Franklin County Jail.

Todd G. Dabiew, 36, of Malone: Two counts of fourth-degree criminal sale of a controlled substance (suboxone) and fifth-degree criminal possession of a controlled substance (suboxone). Arraigned in Malone Town Court on State Police and Malone Police Department charges and remanded to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

Michael J. Delair, 39, of Tupper Lake: Two counts of third-degree criminal sale of a controlled substance (heroin) and two counts of third-degree criminal possession of a controlled substance (heroin). Indicted and sent to Franklin County Jail without bail, pending a future arraignment.

Randy J. Dwyer, 48, of Bellmont: Third-degree criminal sale of a controlled substance (cocaine). Dwyer was arraigned in Town of Malone Court and sent to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

Robbie Eseltine, 32, of Malone: Third-degree criminal sale of a controlled substance (oxycodone); third-degree criminal possession of a controlled substance (oxycodone); two counts of fourth-degree criminal sale of a controlled substance (suboxone and hydrocodone); and two counts of fifth-degree criminal possession of a controlled substance (suboxone and hydrocodone). Arraigned at Malone Town Court on State Police and Malone Police Department charges and sent to Franklin County Jail in lieu of $11,000 cash bail or $22,000 bond.

Thomas C. Leonard III, 20, of Lyme Center, N.H.: Two counts of third-degree criminal sale of a controlled substance (cocaine) and two counts of third-degree criminal possession of a controlled substance (cocaine). Leonard was arrested on Aug. 23, arraigned and released under the supervision of the Department of Probation.

Shane W. Monaghan, 22, of Malone: Three counts of third-degree criminal sale of a controlled substance (cocaine and crack cocaine) and three counts of third-degree criminal possession of a controlled substance (cocaine and crack cocaine). Sent to Franklin County Jail without bail, pending a future arraignment.

Debi M. Otley, 28, of Malone: Fourth-degree criminal sale of a controlled substance (hydrocodone) and fifth-degree criminal possession of a controlled substance (hydrocodone). Arrested and arraigned on Aug. 27 and released under the supervision of the Department of Probation.

Arron M. Patterson, 27, of Burke: Third-degree criminal sale of a controlled substance (fentanyl); third-degree criminal possession of a controlled substance (fentanyl); fourth-degree criminal sale of a controlled substance (suboxone); and fifth-degree criminal possession of a controlled substance (suboxone). Arraigned in Chateaugay Town Court and released under the supervision of the Probation Department.

Adam M. Petell, 28, of Malone: Three counts of fourth-degree criminal sale of a controlled substance (suboxone) and two counts of fifth-degree criminal possession of a controlled substance (suboxone). Sent to Franklin County Jail without bail, pending a future arraignment.

Coty T. Smith, 21, of Malone: Three counts of criminal sale of a controlled substance (oxycodone). Arraigned in Malone Town Court and sent to Franklin County Jail in lieu of $5,000 cash bail, or $10,000 bond.

Nichole M. Thomas, 25, of Moira: Fourth-degree criminal sale of a controlled substance (hydrocodone) and fifth-degree criminal possession of a controlled substance (hydrocodone). Sent to Franklin County Jail without bail, pending a future arraignment.

Roy J. Vermette, 62, of Malone: Third-degree criminal sale of a controlled substance (fentanyl); third-degree criminal possession of a controlled substance (fentanyl); fourth-degree criminal sale of a controlled substance (hydrocodone); and fifth-degree criminal possession of a controlled substance (hydrocodone). Arraigned in Bangor Town Court and released under the supervision of probation.

Joseph O’Rourke, 34, of Malone: Two counts of third-degree criminal sale of a controlled substance (oxycodone) and two counts of third-degree criminal possession of a controlled substance (oxycodone). Sent to Franklin County without bail, pending a future arraignment.

Thomas R. Cook Jr., 23, an inmate in Franklin County Jail: Fourth-degree criminal sale of a controlled substance (suboxone) and fifth-degree criminal possession of a controlled substance (suboxone). Cox is being held in the Franklin County Jail.

Gerald J. Bashaw, 28, of Malone: Fourth-degree criminal sale of a controlled substance (suboxone) and fifth-degree criminal possession of a controlled substance (suboxone). Bashaw was arrested in Pittsfield, Mass., by the Pittsfield Police Department. He is in custody and awaiting extradition.

Megan J. Siegle, 20, of Lake Placid: Two counts of third-degree criminal sale of a controlled substance (cocaine) and two counts of third-degree criminal possession of a controlled substance (cocaine). Sent to Franklin County Jail to be released under the supervision of probation.

Angela M. Florence, 40, of Saranac Lake: Two counts of third-degree criminal sale of a controlled substance (cocaine), two counts of third-degree criminal possession of a controlled substance (cocaine) and two counts of fourth-degree conspiracy. Arraigned in Saranac Lake Village Court and sent to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

David M. Dean, 30, of Chanhassen, Minn.: third-degree criminal possession of a controlled substance (cocaine) and second-degree criminal possession of a controlled substance (heroin). Sent to Franklin County Jail without bail.

Joshua D. D’Angelo, 22, of Saranac Lake: Two counts of fourth-degree criminal sale of a controlled substance (suboxone). Arraigned at the Saranac Lake Village Court and released under the supervision of probation.

Brittany Hanley, 20, of Saranac Lake: Two counts of fourth-degree criminal sale of a controlled substance (suboxone). Arraigned in Saranac Lake Village Court and released under the supervision of probation.

Travis J. Suprenant, 23, of Watertown: Third-degree criminal sale of a controlled substance (morphine). Arraigned in Saranac Lake Village Court and sent to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

Shannon M. Kilner, 23, of Saranac Lake: Three counts of fourth-degree criminal sale of a controlled substance (suboxone). Arraigned in Saranac Lake Village Court and released under the supervision of probation.

Chelsea M. Lorette, 23, of Saranac Lake: Fifth-degree criminal sale of a controlled substance (Xanax). Arraigned in Saranac Lake Village Court and sent to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

Louis A. Howland Jr., 25 of Saranac Lake: Three counts of fourth-degree criminal sale of a controlled substance (cocaine), fourth-degree criminal sale of marijuana and fifth-degree criminal sale of a controlled substance (Klonapin). Arraigned in Saranac Lake Village Court and sent to Franklin County Jail in lieu of $5,000 cash bail or $10,000 bond.

Russell K. Carpenter, 23, of Saranac Lake: Four counts of fourth-degree criminal sale of a controlled substance (suboxone and cocaine).

Kyle R. Simpson, 29, of Saranac Lake: Fifth-degree criminal sale of a controlled substance (suboxone) and fourth-degree criminal possession of a controlled substance (suboxone).

Beth M. Woodruff, 40, of Saranac Lake: Fourth-degree criminal possession of a controlled substance (suboxone) and fifth-degree criminal possession of a controlled substance (suboxone). Sent to Franklin County Jail, pending a future arraignment.

Crystal L. Sheldon, 26, of Saranac Lake: Third-degree criminal sale of a controlled substance (cocaine) and third-degree criminal possession of a controlled substance (cocaine). Sent to Franklin County Jail in lieu of $2,500 cash or $5,000 bond.

Rodney L. Sheldon, 36, of Saranac Lake: third-degree criminal sale of a controlled substance (cocaine) and third-degree criminal possession of a controlled substance (cocaine). Sent to Franklin County Jail, pending future arraignment.

Matthew J. Taylor, 30, of Saranac Lake: Fifth-degree criminal possession of a controlled substance (Xanax) and fifth-degree criminal sale of a controlled substance (Xanax). Sent to Franklin County Jail, pending future arraignment.
