64-unit apartment complex planned

PLATTSBURGH — A 64-unit housing complex is in the preliminary planning stages in the Town of Plattsburgh.

The Town Planning Board recently approved a sketch plan for the Homestead on Ampersand, comprising four buildings with 16 one-, two- or three-bedroom apartments, each between 900 and 1,200 square feet. 

The developer is Regan Development, based in Ardsley.

TARGET TENANTS

Two buildings would be situated on each side of Ampersand Drive behind Sam’s Club. There would also be a community room and playground.

Garages are not included in the plans, but each unit would have an indoor storage area. The property is served by public water and sewer.

Regan Development President Larry Regan said the company is very community oriented. It maintains ownership of properties after construction, rather than looking to flip a project to another owner, he said.

He said their developments have local management staff to ensure they are run correctly. 

A rent table had not yet been set, the developer said, but he indicated the units would meet the needs of seniors looking to downsize or young people looking to move out from home into their first apartment. Both populations are important to maintain a sense of community, Regan said.

PEDESTRIAN SAFETY

When town officials asked to include pedestrian and public transit, the company agreed to include sidewalks from Consumer Square along Ampersand to the intersection of Rugar Street. Plans also call for a public-transit stop.

Regan Development looks for properties that are pedestrian and public-transit friendly, Regan said. 

“We like to work with the community.”

Town Supervisor Bernie Bassett was pleased to see the project moving forward.

“I think there is a need for this type of housing,” he said.

Bassett said developer was agreeable to the request to extend sidewalks. That would give residents a means to walk to shopping, as well as SUNY Plattsburgh and the Saranac River Trail.
