Beekmantown approves 2014 budget

BEEKMANTOWN — The Beekmantown Town Council’s newly OK’d 2014 budget features a minuscule increase in all tax levies combined.

The town general fund budget remains $1.46 million, and there continues to be no town tax.

The highway fund totals $1,264,517, accompanied by a tax rate of $1.48 per $1,000 of assessed property value, the same as 2013.

The Fire Protection District, the Fire District and Water and Sewer districts 1 and 2 will also remain stable.

Overall, the levy for all departments combined is up just 0.0004 percent.

The tax rate for the Fire Protection District will be 48 cents per $1,000 of assessed property value, which is 3 cents higher than 2013.

The Fire District rate will be 58 cents per $1,000, the same as 2013.

The rate for Water and Sewer District 1 will stay at $2.49 per $1,000 of assessed property value, and the rate for Water and Sewer District 2 will continue to be $4.55 per $1,000.

“This budget is within the state tax cap, and we’re pretty happy about it,” Town Supervisor Dennis Relation said.

“It looks good for next year too.”

The bulk of the town’s general fund revenue comes from sales tax generated by retail sales in Clinton County. Levels for sales-tax revenue this year are way up, about $3.2 million ahead of projections for the county.

The county shares sales-tax revenue with the towns and villages, and Beekmantown’s share for 2013 is projected to be $1,095,636, which will be applied to the 2014 budget.

The town’s other major revenue piece comes from state aid in the form of $116,765.

The council also decided to use $123,070 from the fund balance to meet budget needs.

The Town Council unanimously approved the spending plan at a recent meeting.

The budget includes an increase of $1,000 for ambulance coverage by CVPH, for a total $59,000 for next year.

Relation said the cost had not gone up in three years.

CVPH provides full coverage for the town, answering about 300 calls per year.
