Ticonderoga holds at tax cap

TICONDEROGA — After many workshops, the 2013 Ticonderoga budget came in at the state-mandated tax-levy cap. 

The tax levy of $3.9 million is about 2 percent more than this year, Ticonderoga Town Supervisor Debra Malaney said.

“We finalized the budget, holding at 2 percent. It was quite a struggle, but we held the line on the 2 percent cap again this year.”

The tax rate is estimated to be $8.07 per $1,000 of assessment in Ticonderoga Fire District, up 41 cents, and $8.39 in the Chilson Fire Protection District, a 42-cent increase.

The largest increase is for building maintenance, from $191,000 to $295,000, to cover upgrades and create a repair reserve fund.

“Two areas of primary emphasis were maintenance and repair reserves for our buildings, and a new truck for the Highway Department,” Malaney said. “Everyone rose to the challenge, but special thanks have to go to Karla Vigliotti, our budget officer, and to Amy Quesnel in finance, and also to the department heads and the town board.”

The highway budget went from $356,000 to $437,000, as a result of asphalt costs, renting paving equipment and line striping of roads. The highway machinery budget increased from $166,000 to $222,000 to cover the truck and other equipment.

The community beautification budget went from $45,000 to $67,000 to cover another staff person for buildings and grounds and some special projects.

The Ticonderoga Fire District tax levy of $345,680 is up 6.8 percent, or about $22,000, and exceeded the state cap. The Board of Fire Commissioners controls that budget, not the town, and the commissioners voted to override the state tax cap.

The smaller Chilson Fire Protection District, which the town does oversee, stayed within the cap at a levy of $44,750.

Water and sewer fees were increased by $10 a year each to keep those districts in the black, Malaney said.

The entire town budget went from $5.1 million to $5.5 million for 2013.
