ELIZABTHTOWN — An Essex County Social Services employee was charged Tuesday with misusing public funds.
While employed as a Social Services worker, Jessica Gilbo, 36, allegedly authorized an electric utility payment through the Home Energy Assistance Program to a person who was not entitled to the public-assistance funds, the Essex County Department of Social Services Fraud Investigation Unit said Thursday in a news release.
The Mineville woman was arrested by the Essex County Sheriff's Department and charged with tampering with public records, a felony; first-degree offering a false instrument for filing, a felony; official misconduct, a misdemeanor; and fifth-degree welfare fraud, a misdemeanor.
Gilbo was arraigned before Elizabethtown Town Justice William Garrison at the Town Hall, the release said.
She is represented by private counsel, the Fraud Investigation Unit said.
The Essex County Jail had no record of Gilbo ever being incarcerated there.
Neither Fraud Investigation Unit investigators nor the commissioner of the Department of Social Services could be reached Thursday for comment.
