Man faces 10 charges in alleged sex abuse

BRANDON — A 40-year-old Moira man pleaded not guilty to a 10-count indictment Tuesday charging him with sexually abusing three children between 1994 and 2007.

Martin M. Manning of 2233 County Road 5 was indicted by a Franklin County grand jury on three counts of first-degree sexual abuse, four counts of endangering the welfare of a child, two counts of criminal sexual act and one count of second-degree sexual abuse.

He is accused of having sexual contact with a 9-year-old girl between early November and Christmas Day 2007 in the Town of Brandon; sexual contact with an 8-year-old boy in September 1994 in the Town of Dickinson; sexual contact with the same boy between Christmas Day 1994 and January 1995 in the Town of Dickinson; sexual contact and oral-sexual contact with the same between November and December 1997 in the Town of Brandon; and oral-sexual contact with an unidentified victim “incapable of consent by reason of being physically helpless” in the Town of Bangor in the fall of 2006.

Manning had been indicted in June on a charge of first-degree sexual abuse, stemming from an alleged incident on July 28, 2003, when he was accused of making sexual contact with a 12-year-old child in the Town of Brushton as she slept.

He was sent to County Jail on $25,000 cash bail or $50,000 insurance bond at that time.

During the arraignment on the new charges this week, the District Attorney’s Office asked that Manning’s bail be increased to $50,000 cash and $100,000 insurance bond.

But Judge Robert G. Main Jr. did not grant that request, saying Manning would be released under the supervision of the Probation Department if he were to make the lower bail amount.

District Assistant Derek Champagne said it is the judge’s discretion if bail is set and what amount is assigned.

Manning is to return to court for a pre-trial conference on Oct. 10.

Orders of protection were issued for all the victims.
