Press-Republican Archives With a few strokes of the pen, government leaders and environmental officials of New York, Vermont and Qu├ębec wiped away the physical and political boundaries separating them and committed their resources to protecting and cleaning up Lake Champlain. Floating symbolically on the boundary between the two states, (seated from left) New York Gov. Mario M. Cuomo, Quebec Premier Robert Bourassa and Vermont Gov. Madeleine M. Kunin signed an agreement promoting the management, protection and enhancement of Lake Champlain. (1988)
