Press-Republican Archives Speaker Robert Heins addresses council members, imploring them to heed the urgency of the public protest of the past month or more over a proposed city tax increase. An estimated 750 people attended, agreeing with him almost to a person. Shouting their votes over the boos and moans of the crowd, city aldermen on their second try approved a 2.6 percent tax rate increase by a 4 to 1 vote. (1988)
