New York State Police Investigator Thomas Houle, wearing dark clothing, stands with his bike on Kelly Road in the Town of Plattsburgh for the experiment. The State Police enacted five scenarios with Houle and the Press Republican: Houle with his bike and no reflectors, with reflectors, with headlight, with a red taillight and with a blinking headlight. Houle said that a blinking headlight provides the most visibility, since motorists aren't used to seeing a blinking light source such as the ones that certain bicycle headlights provide.
