---- — TICONDEROGA — The $7 million affordable-housing project that replaced the old Moses-Ludington Hospital is getting ready to open in October.
The three-story building was designed to look like the old brick hospital they had to raze, Property Manager Patricia Deguire-Lapishka said.
“That was our goal. We told the architect to mimic the original building. It was a landmark in Ticonderoga.”
Built in 1908, the old hospital closed in 1981 when the new Moses-Ludington Hospital opened next door. The Inter-Lakes Healthcare complex off Wicker Street in Ticonderoga also includes Heritage Commons nursing home and Lord Howe Estates senior living development.

Deguire-Lapishka is with CRM Rental Management of Albany, which is handling rental of the 31 units in Moses Circle Senior Apartments for owner Liberty Affordable Housing of Rome, N.Y.
“Interest in living at Moses Circle has been pretty steady,” Deguire-Lapishka said. “Now that the units are nearing competition, it should pick up even more.”
She said that about half the apartments are rented, and people who are interested should apply at the Lord Howe Estates office adjacent to the new facility. Lord Howe Estates is also managed by CRM.
Moses Circle has 29 700-square-foot units and two 800-square-foot units, is smoke-free and allows small pets.
There’s a laundry room, library/computer center, a fitness center and a community room. Heat, hot water and parking will be included in the rent, and the building has an elevator.
“Residents can hang out and chat with others,” Deguire-Lapishka said.
The senior housing project was proposed in 2007, but funding issues delayed construction. It has been partially funded now by the New York State Homes and Community Renewal’s Tax Credit Program.
“Liberty Affordable Housing had a vision for this project and encountered many obstacles,” Deguire-Lapishka said. “That this happened is because of their persistence.”
They’d originally hoped to use the old hospital’s façade, but it was in such poor structural condition it had to be demolished with the rest of the building.
Tenants are required to be age 55 or older, and rents are based on income.
Snow removal, landscaping, maintenance and trash collection are also included in the rents, and tenants are responsible for their own cable television, electric and telephone bills.
Liberty worked with the Housing Assistance Program of Essex County on the project, Deguire-Lapishka said, and that agency will receive 15 vouchers for apartments for its clients.
Office Manager Debbie Bessette said one of the units is equipped for a tenant who is vision-impaired and another for a hearing-impaired occupant.
“You have an absolutely gorgeous view of the mountains from most of these apartments,” she said. “People are going to love living here.”
The building is energy-efficient, used green materials in construction, and is Leadership in Energy and Environmental Design certified by the U.S. Green Building Council.
“Our mission is to bring affordable housing to communities in need,” Deguire-Lapishka said. “This is a beautiful addition to the town.”
