MALONE — Townships have received a 2-percent increase for agreeing to plow and sand Franklin County roads this winter.
Contracts were approved by the County Legislature when it adopted its budget last week and signed with 17 of the county's 19 towns.
The towns of Bellmont and Malone declined to participate again this year.
Payments totaling $1,059,802 for the one-year pact will be paid in two installments: Feb. 15 and July 15.
Legislator Daniel Crippen (D-Burke) opposed the resolution.

OTHER ACTION
In other recent business, legislators:
Approved a request from Sheriff Jack Pelkey to purchase 18 new handguns at the Sheriff's Department for $1,978.
He explained that the pistols in use have broken sights and worn-out springs, but it is cheaper to replace them than try to fix them.
Pelkey said he can buy the new Glock LE 22 pistols, night sights and three 15-round magazines for each weapon for $110 each, plus get a $300 credit for trading in the old guns.
Named David Rhodes of St. Regis Falls to the county's Solid Waste Management Authority Board of Directors for a three-year term, expiring Dec. 31, 2012.
Appointed Richard Walczak to a one-year term on the county's Industrial Development Agency Board of Directors, expiring Nov. 30, 2010.
Appointed Susan Sweeney to another term on the county's Community Services Board of Directors to expire Nov. 2, 2013.
