PLATTSBURGH -- The Town of Plattsburgh has awarded the bid to bring town water to the Moffitt Road area.

The Town Council has passed a resolution that authorizes Town Supervisor Bernie Bassett to award the contract to build an extension of the town's Consolidated Water District to Luck Brothers Inc. for $1.13 million.

"I'm anticipating we aren't going to spend more than the $1 million we originally planned," Bassett said.

Councilor Gerard Renadette said it is a project Moffitt Road residents have requested for several years, due to water-quality issues from their wells.

Bassett said the town has all the easements it needs for the project.

"The tough part is getting a permit to go under Interstate 87. It is the contractor's job to get the DOT permit," he said.

Town Water and Wastewater Utilities Director David Comfort said the new line will pass approximately 60 parcels of property and initially provide service to 40 residential parcels. In addition to single-family homes it will serve a campground, mobile-home park and one large dairy farm, with service to about 200 people.

"We will be able to serve, with a more reliable source, the North Country Shopping Center area as well as a new source to the Moffitt Road and Sears Boulevard area," he said.

Comfort said the town intends to have the water line complete by the end of the year, with the present target sometime in October.

Restaurant coming down

The Town Council also awarded a bid to LVI Environmental Services, based in New York City, for demolition of Domenic's Restaurant on Route 9 north of the city. The town accepted a bid of $24,400 for the work, which is expected to be done within 30 days.

Town Assistant Code Enforcement Officer Steve Imhoff said the company has 15 other demolitions scheduled in the state, and the work should take six days. On-site air monitoring is required because of asbestos concerns and has to be done by a separate company.

The charred shell has been visible to passing motorists since the restaurant burned in September 2006. The demolition cost will be added to the tax bill of the owner, Kemal Bescovic, who bought the restaurant in May 2005.

Champlain Park project

The Town Council also accepted lead agent status for the State Environmental Quality Review of a new wastewater pump station at Champlain Park on Cumberland Head. It also passed a resolution that accepts a finding of no adverse environmental impact related to the project.
