Kip Cassavaw named Franklin County clerk

MALONE — Kip Cassavaw has been appointed Franklin County clerk by Gov. Andrew Cuomo.

He completes the term of Wanda Murtagh, who retired in December 2012 after 47 years in public service.

The four-year position is up for election this fall.

Cassavaw said he got the call from the governor’s office Monday evening.

“It’s very exciting,” he said, sitting at the desk he has used as deputy clerk for the past four years.

He was recommended for the position in November by the County Legislature.

“I think it’s great,” Chairman Billy Jones (D-Chateaugay) said. “He deserves it, and he has been doing the work these last several months as it is.

“He’s been going a good job.”

‘WILL RUN FOR SEAT’

Cassavaw, who traveled to Albany for an interview in February, said he was asked about the office, whether he would make changes and if he would run for a full term this fall.

He wasn’t sure how long it would take after that to learn if he’d gotten the job.

“You’re dealing with the government, so it takes time,” the clerk said.

“I do plan on running, and I hope to get the Democratic nomination,” Cassavaw continued. “I do plan on seeking the office.”

Nominating petitions for the fall election begin circulating in June, but between now and then, the work continues.

DIGITIZED FILING

One of the programs the newly appointed clerk hopes to implement is digitized filing of paperwork within the office.

“We’re going to e-filing of documents,” Cassavaw said.

Those who sign up through the program’s vendor would have all deeds and other recorded documents sent to a file, which the staff reviews for completeness before adding it to the county clerk’s official records.

The vendor would arrange for payment and the county would get its filing fees as soon as the documents are accepted as complete.
