Handgun registration changes made

PLATTSBURGH — The Clinton County Clerk’s Office has announced some changes in handgun registration, effective immediately, to be in compliance with the New York SAFE Act.

Gun-specific purchase coupons will be issued only for the weapon being registered with a receipt from a licensed gun dealer.

“This applies to gun show purchases as well,” a media release from the Clerk’s Office said. “No blank coupons will be issued.”

As well, cross registration of handguns will be permitted between immediate family members only, limited to parents, spouses, children, domestic partners and stepchildren/stepparents.

Gun sales to an individual other than immediate family require a National Instant Criminal Background Check System

(NICS) check performed by a gun dealer. The buyer must present proof of the NICS check at the time the weapon is registered, the release said.

“You must register the handgun prior to possessing it,” the release said.

Revised bill of sale/transfer forms and cross-registration forms are available at the Clerk’s Office.
