Police: Sex offender exposed himself online


---- — NEWCOMB — A convicted sex offender was arrested for exposing himself on an Internet webcam to a person he believed to be a 13-year-old girl, police said.

Charles W. Olmsted, 38, was unaware that his victim was actually a undercover detective and member of Internet Crimes Against Children, a national organization, State Police said in a news release.

During the alleged Internet communication, Olmsted tried to entice the girl to have sexual encounters with him, police said.


On July 22, Ray Brook-based State Police, the Troop B Computer Crimes Unit and the New York State Division of Parole converged on Olmsted’s home on State Route 28N in the Town of Newcomb and arrested him on six felony warrants from Virginia charging him with using communications systems to facilitate certain offenses involving children, police said.

The Computer Crimes Unit executed a search warrant for the residence as Olmsted was being taken into custody. Authorities seized several items, including his computer.


Olmsted was a fugitive from justice wanted by the Bedford County Sheriff’s Office in Virginia, police said.

He was also on parole as a Level 2 sex offender because he was convicted in New York state of third-degree rape.

He had sexual intercourse with a minor in 2008, police said.

The Hudson Falls Village Police Department arrested him on April 10, 2009, for the crime, which involved sexual contact, deviate sexual intercourse and sexual intercourse with a 16-year-old girl he didn’t know, according to the New York State Division of Criminal Justice’s online registry for sex offenders.

A computer was used during the sex crimes, according to the online registry.

Olmsted was arraigned before Schroon Town Court Justice Jean R. Strothenke and sent to Essex County Jail without bail, police said.

On Monday, according to authorities, he was extradited back to Virginia, where he is held by the Bedford County Sheriff’s Office awaiting prosecution.
