Police Log: April 20, 2013 — Felony arrest

---- — PERU — One Poughkeepsie resident was allegedly found with cocaine and marijuana on Interstate 87 Thursday, police said.

Shortly after 4:30 p.m., a Plattsburgh-based State Police Trooper stopped a 4-door sedan for a window tint violation on I-87 north in the Town of Peru, State Police said.

The driver of the car, Kenneth C. Harrell, 35, of Poughkeepsie was found to have a suspended driver’s license and he told the trooper he had recently smoked marijuana and consumed alcohol, police said.

Sobriety tests were negative, police said.

Harrell was charged with second-degree aggravated unlicensed operation of a motor vehicle with three suspensions, a misdemeanor, and three traffic infractions: a windshield tint violation, driving without a license, and failure to notify the Department of Motor Vehicles of an address change.

A canine alert and probable cause gave police clearance to search Harrell and his passenger, Pamela J. Phillips, 29, of Poughkeepsie.

Police found fewer than 25 grams of marijuana and more than half an ounce of cocaine concealed in Phillips’ clothing, police said.

No additional contraband was found in the vehicle, which was seized, police said.

Harrell and Phillips were taken into custody at 4:40 p.m. and were arraigned in Peru Town Court.

Both suspects were taken to Clinton County Jail.

Harrell’s bail was set at $1,000 cash or $2,000 bond and Phillips’s bail is $5,000 cash or $10,000 bond.

They will appear in court at a later date, police said.
