Police: Plattsburgh man assaulted 11-year-old

PLATTSBURGH — Police say a Plattsburgh man assaulted his girlfriend’s 11-year-old son.

Rohan Davis, 27, was arraigned Monday in Plattsburgh Town Court on charges of second-degree strangulation, second-degree assault and third-degree criminal possession of a weapon, all felonies, and endangering welfare of a child, a misdemeanor.

On March 17, State Police received a call from Clinton County Child Protective Services informing them of a report of child abuse they had received, said State Police Troop B Public Information Officer Trooper Jennifer Fleishman.

That day, with the help of troopers, Child Protective Services employees picked up the boy and a 7-year-old girl who lived in the home after they were let off a school bus near 22 Pear St. in Plattsburgh, Fleishman said.

“It was determined that Rohan had assaulted the boy by grabbing the back of his neck, punching him in the head and face and choking him,” Fleishman said.


The weapon-possession charge stems from Davis hitting the boy in the head with a door, she said.

The boy suffered bruising to his head, forehead and neck, Fleishman said, and was treated at CVPH Medical Center in Plattsburgh and is recovering.

Davis, the children and their mother had all been living together at the Pear Street address, she said.

The children remain in the custody of Child Protective Services.


Davis has a previous conviction for criminal possession of a weapon, Fleishman said.

He served time in state prison for attempted robbery, according to the State Department of Corrections and Community Supervision Inmate Lookup website.

He was incarcerated in 2007 then given a conditional release on parole Oct. 15, 2013.

His term of parole had been set to expire as of Oct. 15, 2018.

After his arraignment for the recent charges, Davis was sent to Clinton County Jail without bail.

He is due back in Plattsburgh Town Court at 4 p.m. Thursday.
