Plattsburgh sex offender sentenced

PLATTSBURGH — A Plattsburgh man was sentenced to 20 years in prison for forcibly sodomizing an 8-year-old girl.

Last August, the Clinton County Grand Jury indicted Billy J. Page, 30, on charges of predatory sexual assault against a child, a violent felony, according to a news release from the Clinton County District Attorney’s Office.

Plattsburgh City Police Lt. Pat Rascoe said earlier that Page abused the girl over a period of time. 

Page, of 10 Cusprinie Way in Plattsburgh, pleaded guilty to the charges in November 2013.

He was sentenced on Dec. 9 in Clinton County Integrated Domestic Violence Court in front of Judge Timothy Lawliss, said the statement, which was released this week. 

During the sentencing, Lawliss called the defendant a “monster” and praised the victim as a hero for finding the courage to disclose the abuse, the release said. 

“The grace that the victim in this case has shown throughout this entire process has been truly inspirational,” Assistant District Attorney Domenica Padula said. 

“Her strength in not only coming forward but in later testifying ensured that the man who had hurt her so violently would never be able to hurt other children like her again.”

Assistant District Attorney Jaime Douthat expressed appreciation to the Plattsburgh City Police detectives who handled the case.

“These are difficult and emotional cases to investigate,” she said.

In addition to his prison sentence, Page was ordered to pay a fine, submit a DNA sample and register as a sex offender. 

The court also issued a stay-away order of protection for the victim for 28 years.
