Clinton County department heads see salary increases for 2013

PLATTSBURGH — Salaries for Clinton County managers went up slightly for 2013.

The 17 heads of various departments have received raises of 1.2 percent at a net cost of $32,842 for the county.

The salaries were included in the 2013 budget, which was approved by the County Legislature in December.

FOLLOWS UNION HIKE

The pay increase is similar to raises the county’s largest union, Civil Service Employees Association, agreed to at the end of 2012. The union gets raises of 1 percent, 1.25 percent and 1.5 percent for 2013, 2014 and 2015, respectively.

County Finance Committee Chairwoman Sara Rowden (D-Area 4, Town of Plattsburgh) said the legislature felt it was important for management raises to keep pace with union members’ increases.

“We wanted their pay to be indicative of their position of supervising people,” she said.

“If you don’t do that, you can wind up with some workers making more than their supervisors, and that can make it difficult to keep good people in management positions.”

Rowden said she believes the management salaries are justified.

“I think they are because we have some really good, quality people, and that’s who you want managing taxpayers’ money,” she said.

“If you want quality people, you have to pay for them.”

SALARY LIST

Here are the county manager salaries for 2013:

Nursing Home administrator: $97,669.

Director of veterans affairs: $50,025.

Director of planning: $80,217.

Director of Office of the Aging: $68,586.

Superintendent of buildings and grounds: $64,725.

Emergency Services director: $71,971.

Director of information technology: $79,638.

Personnel director: $86,043.

Director of community services: $97,109.

Director of real-property tax services: $74,415.

Airport manager: $86,765.

Commissioner of Social Services: $103,448.

Probation director: $90,248.

County historian (part time): $24,423.

County highway superintendent: $103,448.

Public health director: $85,796.

County administrator: $107,569.

OTHER RAISES

District Attorney Andrew Wylie, who holds an elected position, will receive $146,311 for 2013, a 3.1 percent raise. His salary is set by the state.

Coroner David Donah, also elected, has received a raise of 3 percent for a salary of $21,481. Rowden said it had been several years since the position had seen an increase.
