The back pay also applies to people who worked for ORDA during 2012 and may have left the job since, he added.
The contract provides some health-care coverage for long-term, seasonal workers who come back to work for ORDA in successive years, the union spokesman said, but it depends on how many hours the employee works.
CSEA employees adopted the agreement in February 2012.
The ORDA Board of Directors did not act on the agreement last summer, which prompted the union complaint to PERB.
ORDA spokesman Jon Lundin confirmed ORDA has agreed to a contract with its union workers.
“The employees are hardworking and we’re pleased that we’ve been able to come to an agreement,” Lundin said.
