Essex County chooses new DPW chief

ELIZABETHTOWN — The Essex County Board of Supervisors unanimously voted to hired Christopher Garrow as the new Department of Public Works superintendent.

The Jay resident will replace the retiring Anthony LaVigne of Moriah.

Garrow, the current Town of Jay DPW director, was chosen from a field of 20 candidates interviewed by an ad hoc subcommittee.

His annual salary was set at $75,000 plus benefits, about $13,000 less than LaVigne made.

The permanent appointment is effective June 1, but Garrow will start as temporary DPW superintendent on May 14, so he can work with LaVigne to learn the job.

LaVigne’s retirement is effective May 31.

Garrow briefly addressed the board after the vote.

“I will do the best I can,” he told the supervisors, who gave him a round of applause.

He then walked around the supervisors’ chambers in the Old County Courthouse and shook hands with each lawmaker.

LaVigne had previously asked supervisors to appoint someone from within his department to take his place, but he now says he supports the board’s choice.
