AVCS adopts budget

Plan calls to slash 5.6 jobs for 2014-15

CLINTONVILLE — AuSable Valley Central School has proposed staffing cuts to make ends meet in the upcoming academic year. 

The district’s 2014-15 spending plan, which was approved by the School Board at a recent meeting, calls for the elimination of 5.6 positions, all through attrition. 

This includes three teaching positions in the Middle/High School, two teacher aides and a 0.6 elementary music teacher position. 

“As with any reductions, there will always be some form of impact on programs and services,” AVCS Superintendent Paul Savage told the Press-Republican in an email. “We have worked hard to minimize the effects of these reductions on the programs. 

“Some of the reductions will require us to do things a little differently with our scheduling and teacher assignments.”


The $30,285,087 proposal is up 2.05 percent, or $607,173, from this year’s budget and carries a tax-levy increase of 2.12 percent. The district’s state-allowed levy limit is 2.15 percent.  

“It has taken a real team effort to get a budget proposal that falls below the tax-cap limit,” Savage said. 

Though just last month AVCS was facing a $706,793 deficit for next school year, an increase in state aid helped to narrow the gap. 

The state’s final 2014-15 spending plan grants the district a total aid increase of $749,000, which, Savage noted, is more than $400,000 above what Gov. Andrew Cuomo had proposed. 

“This was very helpful in balancing our budget and closing the gap that existed in our state aid,” the superintendent said. 


Unlike those of many other area districts, AuSable Valley Central’s spending proposal does not rely on the allocation of reserves. 

“We will not be using any fund balance in this budget proposal,” Savage said. “We anticipate having a remaining undesignated fund balance of $465,000, or about 1.5 percent of our total budget.”
