Renovations proposed for Chazy School

CHAZY — Chazy Central Rural School is proposing a capital project to address district-wide maintenance needs.

Estimated at $1,725,000, the project would include renovations to the school’s swimming pool and playground, installation of a walkway along the soccer field, replacement of the storage garage roof and other building repairs and upgrades.


All costs except that of the roof replacement — estimated at $40,000 — are eligible for state aid, according to CCRS Superintendent John Fairchild.

However, he said during a recent public presentation, that portion of the project has been budgeted for in the district’s proposed 2014-15 spending plan.

“Our state-aid ratio — that’s how much the state gives us back on costs for projects — is 81.1 percent, so that leaves roughly 19 percent of the total cost that falls on the community,” Fairchild said.

The school is proposing to cover the entire local share, estimated at $318,465, with money from the district’s Employee Benefit Accrued Liability Reserve, which covers the payout of employees’ remaining sick time upon their retirement.

Fairchild said the school’s auditor determined there is more money in the fund than needed to cover liabilities.

While state law prohibits the excess money from being applied to the school’s general fund, it does allow for its transfer to a General Capital Reserve.

“That money will cover the taxpayers’ portion of this project,” Fairchild said.


Capital improvements to the school’s swimming pool, which was taken off line in 2012 for financial reasons, would include replacing an open chlorination pit with a tank to reduce corrosive gases in the air and swapping out ceramic tile for a pool liner.

The title’s grouting has not held up, Fairchild said, and installing a liner would prevent further leakage that has destroyed low-voltage electrical conduits.

The project calls for replacement of rusted piping and valves in the pool area and installation of a handicap lift and new gutter filtration system to meet current guidelines.
