Police: Plattsburgh man raped minor

PLATTSBURGH — A Plattsburgh man faces rape and other sex-crime charges.

William Rivera, 29, was charged with third-degree criminal sexual act of a person younger than 17, a felony, and endangering the welfare of a child, a misdemeanor, according to Plattsburgh City Police Lt. Patrick Rascoe.

Further investigation led police to file an additional charge on Tuesday of third-degree rape, a felony, Rascoe said.

A person is guilty of third-degree criminal sexual act when he engages in oral or anal sexual conduct with someone who is incapable of consent, according to New York State Penal Law.

Rivera was first arraigned Monday night in Plattsburgh City Court and brought to the Clinton County Jail in lieu of $10,000 cash or $20,000 bond.

He remained there Tuesday.

Rivera is due back in court on Wednesday morning, when he will be arraigned and formally charged with rape, Rascoe said.
