City man arrested on sex charges

PLATTSBURGH — A City of Plattsburgh man faces felony child-sex charges.

Billy Joe Page, 29, of 10 Cusprinie Way was arrested at the Plattsburgh City Police Station at 2:50 p.m. Wednesday after an interview with police, said Plattsburgh City Police Lt. Pat Rascoe.

The abuse was reported Tuesday by the child and his or her mother, Rascoe said. Police would not release the gender or age of the child due to sensitive nature of the case.

“The victim was known to him,” Rascoe said, although he would not say how.

He did say the victim was 9 years old at the time of the abuse, which he said happened in the City of Plattsburgh.

While Page has been charged with two felonies and one misdemeanor, he abused the child over a period of time, the lieutenant said. 

“We don’t know of any other victims at this time.”

NO BAIL SET

Page is charged with first-degree sodomy against a victim younger than 11 years old and predatory sex against a child, both felonies. He was also charged with endangering the welfare of a child, a misdemeanor.

In addition to allegedly sodomizing the child, Page is alleged to have raped the victim, Rascoe said.

Predatory criminal sex act against a child is a Class A2 felony.

“That’s serious,” Rascoe said. “A1 is the only charge higher.”

A1 felonies include such offenses as murder, kidnapping, a crime of terrorism and arson.

Page was arraigned in Plattsburgh City Court Wednesday before Judge John F. Niles and sent to Clinton County Jail without bail.

He is scheduled to appear before Judge Mark Rogers in Plattsburgh City Court at 8:30 a.m. today.

OUTSTANDING CHARGES

As well, Page was arrested on Dec. 31, 2012, and charged with two misdemeanors: third-degree assault and petit larceny, according to Plattsburgh Town Court.

He will appear before Judge James Joyce at 4 p.m. on April 9 on those charges.

On March 17, State Police arrested Page’s wife, Danielle M. Page, 24, of Morrisonville, on charges of third-degree unlawfully manufacturing methamphetamine, a felony, and seventh-degree criminal possession of a controlled substance, a misdemeanor, Rascoe said.

He said Mrs. Page has no connection to the child her husband is accused of abusing.
