Plattsburgh man charged in city stabbings

PLATTSBURGH — A Plattsburgh man charged with stabbing two men early Sunday is being held without bail because of previous convictions.

Plattsburgh City Police reported that at about 2:45 a.m., officers assigned to patrol downtown observed a disturbance among several men on Protection Avenue, between Margaret Street and Marion Street.

As they intervened, police discovered that Kevin D. Sharrow, 23, of Plattsburgh appeared to have been stabbed in the torso and Duey J. Hampton, 33, of Plattsburgh was cut in the face.

They and other witnesses allegedly identified Vincent C. Roulhac, 33, as the attacker.

CHARGES

Roulhac was taken into custody and taken to the City Police Station for processing.

He was charged with two counts of second-degree assault and one count of third-degree criminal possession of a weapon, all felonies.

He was also charged with fifth-degree criminal possession of a controlled substance, a felony, and unlawful possession of marijuana, a violation, after he was allegedly found to be in possession of a small amount of cocaine and marijuana.

He was arraigned and sent to Clinton County Jail without bail due to a previous felony conviction. Roulhac is to appear in court at a later date.

City Police detectives’ investigation revealed that all of the men knew each other, police told the Press-Republican, and that the dispute stemmed from another incident several days earlier with someone who was not involved on Sunday.

Sharrow was brought to CVPH Medical Center for treatment and was released Monday. Hampton refused treatment.

PAST ARRESTS

City Police are familiar with Roulhac.

In June 2002, he was charged with third-degree criminal sale of a controlled substance after he was arrested as part of a drug sweep that nabbed 29 people.

He pleaded guilty to fifth-degree criminal sale of a controlled substance later that year and was expected to be sentenced to 15 months to four years in prison.

Roulhac was also charged with first-degree aggravated unlicensed operation of a motor vehicle, a felony, and second-degree unlicensed operation of a motor vehicle, a misdemeanor, after a traffic stop in September 2011.

His name does not appear on the State Department of Corrections and Community Supervision’s online Inmate Population Search as previously incarcerated at that level.
