Elizabethtown man charged with rape

ELIZABETHTOWN — An Elizabethtown man has been charged with raping a 12-year-old girl in March 2012.

State Police reported on Thursday that Andrew P. Mullin, 49, was arrested Tuesday after a lengthy investigation revealed he raped the girl somewhere in the Elizabethtown area.

He was charged with first-degree rape, a felony. He was also charged with endangering the welfare of a child, a misdemeanor.

Mullin was arraigned in Lewis Town Court and sent to the Essex County Jail in lieu of $10,000 cash bail or $20,000 secured bond.

Police later reported that Mullin was affiliated with Shriner and Masonic groups based in Essex and Clinton counties. 

He also participated in a program for young girls called the Constellation Group. 

Parents who recall their child being a part of that program or ever having interactions with Mullin are asked to contact the State Police in Ray Brook at 897-2000.
