Town of Plattsburgh to acquire Cadyville Rec Park property

---- — PLATTSBURGH — The Town of Plattsburgh has reached an agreement to purchase land from Clinton County that includes the Cadyville Recreation Park.

The Town Council this week authorized Supervisor Bernie Bassett to enter into a contract to buy about 93.5 acres of property for $290,000. That includes the 18 acres that make up the Rec Park and surrounding lands, with popular trails for hiking, running, snowshoeing and cross-country skiing.

“We have been discussing this for many months,” he said.

WORKING TOGETHER

Bassett thanked County Legislator Bob Butler, Clinton Community College President John Jablonski and Clinton County Sheriff David Favro, a member of the college’s Board of Trustees, for their assistance in making the deal.

Butler said the purchase agreement represents a win-win situation. The contract is fair, he said, justifiable and affordable for all parties.

“I really believe this was an outstanding performance by your (town) board and President Jablonski,” he told officials at Monday’s Town Council meeting.

Jablonski said the agreement was the culmination of numerous discussions among the three entities.

“This is a great day for the Town of Plattsburgh and Clinton Community College,” he said.

The proceeds will allow the college to upgrade the 50-year-old heating plant in the George Moore Building, the former Hotel Champlain.

The property was left to Clinton Community College by the Alpert family. The title was held by Clinton County because the college is not allowed to own land.

The town and county had a 40-year contract to lease Rec Park land to the town for $1 a year. That lease is set to expire.

Favro said all sides worked together for the greater good.

“I would be remiss if I didn’t commend all of you for doing what’s right,” he said.

It is important that the property will continue to be used by the public, as the Alpert family intended, Favro said.

MAY SELL OTHER LAND

The town plans to secure a bank anticipatory note to cover the purchase price. It will then explore some property sales to recoup those funds. 

The Town Council authorized Bassett to engage a real-estate agent to explore sale of 6.46 acres of town land on Lake Champlain across from Crab Island. The proceeds from that sale would be used to help offset the purchase of the Cadyville land.

The property was originally intended to be part of a bike path to connect Cliff Haven with the lakefront bike path in the City of Plattsburgh. But Bassett said that project is no longer being pursued.

He said the town could also sell some of the unused Cadyville land.

Town Recreation and Youth Services Director Melanie Defayette said the purchase ensures the park will be available to the public for generations to come.

“By purchasing this park, the town is showing its commitment to providing opportunities for its residents and the residents of all Clinton County to enjoy healthy activities in the outdoors,” she said by email. “Cadyville Park is the heart of the town’s recreation program, with its walking and hiking trails, 18-hole disc golf course and many other amenities.”
