David S. Kemp of Malone was promoted to the rank of captain in the U.S. Navy. Capt. Kemp, a 1987 graduate of Franklin Academy in Malone, is chief of human resources for the U.S. Africa Command in Stuttgart, Germany. He received a Bachelor of Science degree in ecology and evolutionary biology from the University of Rochester in 1991. He also has two master’s degrees: a Master of Science in management from the Naval Postgraduate School in Monterey, Calif., in 1998 and a Master of Science in national resource strategy from the Eisenhower School in Washington, D.C., in 2011. Kemp lives in Stuttgart with his wife, Marie-Christine, and three children. He is the son of Thomas and Joanne Kemp of Malone.
