Two Jay residents accused of sexually abusing 6-year-old

JAY — Jay residents Mark J. Devlin and Donna M. Tefoe were charged Tuesday with sexually abusing a 6-year-old girl.

Devlin and Tefoe knew their victim and abused her between 2010 and 2012, said State Police Troop B Public Information Office Trooper Jennifer Fleishman.

Devlin, 64, and Tefoe, 40, were arrested by Ray Brook-based State Police Tuesday and charged with first-degree criminal sexual act and first-degree sexual abuse, both felonies.

They were also each charged with endangering the welfare of a child.

Devlin and Tefoe, who are in a relationship, live together, Fleishman said.

The girl is now 9 years old, she said.

The investigation is continuing, and more charges are possible, Fleishman said.

Devlin and Tefoe were arraigned in Keene Town Court Tuesday afternoon and were both sent to the Essex County Jail in lieu of $10,000 cash or $20,000 bond for each of them.

They are due to reappear in Jay Town Court at 6 p.m. Thursday.
