Malone village taxes down 4.3 percent

MALONE — Village officials adopted a $6.8 million budget with a 4.3 percent tax decrease and stable water and sewer rates.

The overall 2014-15 budget that was passed totals $6,865,853, about $310,000 less than this year.

LEVY, RATE DOWN

The tax levy is $3,022,308, which is .91 percent lower than this year, and the tax rate per $1,000 of assessed-property value went down from $19.87 to $19.86, according to figures provided by Village Treasurer Dorothy Maguire.

Mayor Todd Lepine said no comments were made during a public hearing on the spending plan, which wasn’t surprising “when you’re reducing taxes.”

“On a $50,000 home, taxes are down 20 cents, but at least they’re not going up, so this is huge news,” he said.

PUBLIC WORKS SURPLUS

Lepine said a mild winter last year left the village with a surplus in its Department of Public Works, so the savings were applied to the incoming budget.

“We had budgeted for higher fuel costs and more salt and sand to use last year, but that didn’t happen, so we were able to afford more.

“We were able to put $100,000 into our demolition fund,” the mayor said. “There are a lot of blighted buildings, and we’re trying to get them cleaned up in some key areas.

“And we were able to buy a new dump truck,” he said, adding that the 2014-15 budget includes the outright purchase of a new $140,000 loader.

The budget also includes three new streetlights, an assortment of tools and “major repairs” planned for the restrooms at the Malone Civic Center arena, he said.

BUDGETING AHEAD

The Village Board was able to set aside $10,000 in a reserve equipment fund at the DPW and $19,000 toward the purchase of a new cruiser for the Malone Police Department in 2015-16.

“The previous board initiated this, and we’ve continued going in that direction,” Lepine said. “And Dolly (Maguire) has done a tremendous job bringing all of this together.”
