Clinton County hires new personnel director

PLATTSBURGH — Longtime Clinton County Personnel Director Alan Gibson has retired.

He will be replaced by Kimberly Kinblom.

Kinblom is a native of Clinton County who graduated from Plattsburgh High School.

She earned her Bachelor of Science degree in finance from SUNY Plattsburgh and her master’s in business administration at Clarkson University.

Kinblom recently led the human-resource departments at Tarbell Management Group in Hogansburg and Mountain Lake Services Advocacy Resource Center in Port Henry.

She is active in the Society of Human Resource Management and has obtained her professional human-resource certification.


Kinblom will earn a salary of $75,447. Her appointment by the County Legislature is for a six-year term.

She will begin working on March 3, and Gibson will be around to aid with the transition until his formal retirement on March 18, according to County Administrator Michael Zurlo.


Gibson served as the director for 18 years, beginning in March 1996.

“Alan has truly been a dedicated and loyal member of the county’s management team and will be missed,” Zurlo said.

“Clinton County has benefited greatly due to the level-leaded approach, sense of fairness and ability that he brought to the workplace each day.

“On a personal note, he has been a trusted confidant and friend of mine for many years, and I wish him well in his future endeavors.”


As personnel director, Kinblom will be responsible for administering the provisions of the New York State Civil Service Law for all municipalities and other civil agencies within the county.

Her duties will also include planning, implementing, and evaluating a wide variety of county human-resource and labor-relations functions and programs.


Kinblom was chosen from a field of 10 qualified candidates, said County Legislator John Gallagher (D-Area 9, City of Plattsburgh), who chairs the county’s Personnel Committee.
