Frennier also wrote multiple fraudulent checks to Curtis Lumber in Plattsburgh and Bobcat Equipment Rentals in Plattsburgh, State Police said.
The checks made out to Curtis Lumber total more than $1,300, with $1,100 made out to Bobcat Equipment Rentals, authorities said.
State Police also said Frennier used checks from more than one account.
They arrested Frennier on Feb. 12, charging him with two felonies: second-degree possession of a forged instrument and first-degree scheme to defraud.
He was arraigned in Plattsburgh Town Court and sent to Clinton County Jail in lieu of $1,000 cash or $2,000 bond. Frennier posted $1,000 in cash bail later that day.
Investigation into the case continues, as State Police suspect Frennier could have written more fraudulent checks.
He is due to appear in Plattsburgh Town Court on March 26 and in Plattsburgh City Court on April 3.
