ELIZABETHTOWN — The Elizabethtown Town Council has approved a 2010 budget calling for an increase in the tax levy of 3.71 percent.

By using $60,000 of the fund balance, the levy was thus reduced.

"It's getting tougher each year," Supervisor Noel Merrihew said. "Costs are out of our hands with retirement and unanticipated costs. We have been careful with appropriations."

The council approved a public-intent order, which established Sewer District No. 1. This allows for a public referendum on the proposed sewer system in January of 2010. Before this, the council held another public-input session about the project.

There was concern about the taping of a previous Town Council meeting, of which a segment pertaining to the town's sales of firewood was displayed on YouTube. Merrihew related his concerns to Margaret Bartley, who has been videotaping town meetings. Merrihew asserted that the YouTube submission was done before elections and questioned Bartley's intentions. The original understanding, according to Merrihew, was that meetings were to be shown in their entirety on the public-access station.

Bartley responded that there was no political motivation, and that not everyone has Charter Cable. Taping will continue within the previously agreed-to parameters.

The town will buy a stainless steel slide-in sander box for $97.92.

The council approved Megan Murphy as chair of the Elizabethtown Planning and Zoning Board to replace Evelyn Hatch, who will remain on the board.

Those using the town trail system were reminded that there is no target shooting allowed. Hunting is permitted, so hikers should wear red or hunter orange.
